Educational Associations Raise Concerns Over Broadband Service Misperceptions

Two groups representing the interests of Educational Broadband Service (EBS) licensees today expressed their concern about misperceptions concerning EBS. The National EBS Association (NEBSA) and the Catholic Technology Network (CTN), which represent the interests of a large number of EBS licensees, challenged recent claims that licensed EBS spectrum is underutilized and questioned the feasibility of a proposal to auction the spectrum in an effort to close the “homework gap”.

FCC Grants Extension of EBS Rulemaking Comment and Reply Deadlines

The FCC released an Order granting an extension of the comment and reply comment deadlines in response to the Notice of Proposed Rulemaking (NPRM).  Comments may be made until August 8th, 2018 and replies through September 7, 2018.

EBS NPRM Published In Federal Register

The NPRM has been published in the Federal Register, thus establishing the schedule for comments and replies, which will be due Monday, July 9 and Monday, August 6, respectively.  NEBSA encourages all licensees to participate in the process.

FCC to Hold Open Commission Meeting on Transforming EBS

The Federal Communications Commission has scheduled Thursday, May 10 from 10:30 am – 12:30 pm EDT to hold an Open Meeting on Transforming the 2.5 GHz Band.  The FCC will be streaming the meeting live.

Analyzing the Draft Notice of Proposed Rulemaking Details

The FCC has released a draft Notice of Proposed Rulemaking (NPRM) in a proceeding titled “Transforming the 2.5 GHz Band” (WT Docket No. 18-120), with the intention of officially initiating the rule making proceeding at its open meeting scheduled for May 10, 2018.  The draft NPRM proposes changes to the rules relating to existing Educational Broadband Service (EBS) stations, as well as new rules to govern the licensing of currently vacant EBS spectrum across the country.

EBS Spectrum on the Agenda for May 10th FCC Meeting

FCC Chairman Pai announces a May 10th meeting to vote on a proposal allowing more efficient and effective use of the 2.5GHz EBS band.  Currently almost half the EBS spectrum is unlicensed, mostly in rural areas.
