11:00 – 12:30 – Welcome and Keynote Presentation

NEBSA is happy to welcome you to the NEBSA 2022 Conference and welcomes an outstanding and thought-provoking keynote speaker.


1:00 – 2:30 - A New Day for 2.5 GHz - EBS Overview and Update

The past two years have seen unprecedented changes in EBS licensing and regulation.  There are now three distinct types of EBS licenses with different coverage, channelization, overlay status and performance requirements.  New license renewal requirements reflect heightened regulatory scrutiny, while changes in eligibility may result in seismic shifts in EBS license ownership.  Learn what you need to know now to understand the new EBS landscape and protect your interests.


3:00 – 4:00 - A New Day for 2.5 GHz - EBS License Auction     

The FCC will soon be conducting Auction 108 to award over 8,000 new county-based EBS licenses on a competitive basis for all existing EBS “white space” in the country.    Learn about auction process and how to participate, as well as the effect of the auction on existing EBS license holders.


4:30 – 5:30 - A New Day for 2.5 GHz - Rural Tribal Licenses     

The FCC received over 400 EBS applications in the Rural Tribal Priority Filing Window in 2020, and hundreds of new licenses have been issued.   Learn about the regulatory requirements for these licenses, service area boundary and frequency overlap issues, and possible collaborations and partnerships to enhance Tribal deployments.

2.5 GHz continues to generate news with new business models, new roles, growing commercial interests, the expansion of Tribal licensees, 5G, and increased technological expectations. How are organizations innovating along with modifying operations and programming?


12:30 – 1:30 – EBS and Broadband Funding Opportunities  

Hundreds of new EBS licenses have been or will be issued by the FCC, and the need for new broadband service grows exponentially, particularly in smaller markets and rural areas.  Come explore new or expanded funding opportunities that may be available.  Will your organization be prepared?  


2:00– 3:00 - Navigating Leasing and Sales

Changes in FCC eligibility rules for EBS and increasing demand for mid-band spectrum for 5G deployment have led to increase interest in leasing and purchasing EBS licenses.  Learn about the current transactional environment for EBS.


3:30 – 4:30 – T-Mobile Today and Tomorrow

T-Mobile has finalized the acquisition of Sprint and acquired a great deal of EBS spectrum along with a massive 5G rollout.  Learn more as we discuss current and potential future operations.
