The Federal Communications Commission (FCC) has announced that a Notice of Proposed Rule Making (NPRM) regarding the 2.5 Ghz (EBS) spectrum is forthcoming. Refer to this page often for updates and other information related to the upcoming NPRM and its impact on the EBS community.
On September 7th, NEBSA and CTN, on behalf of their respective associations (or memberships), have filed Joint Reply Comments to the FCC which addressed and responded to numerous important EBS issues in the Notice of Proposed Rulemaking (NPRM) on Transforming the 2.5GHz Band.
NEBSA urges membership to be involved by joining a group filing reply comments (you should check with your FCC attorney about that), or by filing your own individual comments in support of the positions taken by the NEBSA and CTN Joint Comments.

NEBSA continues to gather data on educational services, technology utilization, populations served and community impact of EBS licensees. We would appreciate your input by July 16, 2018 to ensure information received is reviewed prior to the NPRM comment filing deadline.

The FCC released an Order granting an extension of the comment and reply comment deadlines in response to the Notice of Proposed Rulemaking (NPRM). Comments may be made until August 8th, 2018 and replies through September 7, 2018.
The NPRM has been published in the Federal Register, thus establishing the schedule for comments and replies, which will be due Monday, July 9 and Monday, August 6, respectively. NEBSA encourages all licensees to participate in the process.

The Federal Communications Commission (FCC) at their May, 2018 Open Commission Meeting, unanimously adopted a Notice of Proposed Rulemaking (NPRM) proposing rule changes to promote more efficient and effective use of 2.5 GHz spectrum.
The Federal Communications Commission has scheduled Thursday, May 10 from 10:30 am – 12:30 pm EDT to hold an Open Meeting on Transforming the 2.5 GHz Band. The FCC will be streaming the meeting live.
The FCC has released a draft Notice of Proposed Rulemaking (NPRM) in a proceeding titled “Transforming the 2.5 GHz Band” (WT Docket No. 18-120), with the intention of officially initiating the rule making proceeding at its open meeting scheduled for May 10, 2018. The draft NPRM proposes changes to the rules relating to existing Educational Broadband Service (EBS) stations, as well as new rules to govern the licensing of currently vacant EBS spectrum across the country.

FCC Chairman Pai announces a May 10th meeting to vote on a proposal allowing more efficient and effective use of the 2.5GHz EBS band. Currently almost half the EBS spectrum is unlicensed, mostly in rural areas.
NEBSA 2018 conference attendees were provided insight and information through Washington based experts representing EBS licensees and wireless operators. A focus on regulatory and legislative matters impacting EBS licensees along with the anticipated FCC Notice of Proposed Rulemaking (NPRM) were reviewed.
