Todd Gray, a partner at the Dow Lohnes firm in Washington, D.C. and NEBSA’s regulatory counsel, will explain the basics of the FCC’s “Substantial Service” requirements including the possible consequences for any license that does not meet the FCC requirements by 5/1/2011. 

Bob FinchCirpass LLC, a consultant to the EBS industry and Co-Chair of the NEBSA substantial service task force, will summarize the work of the task force and lay out the options available to EBS License holders to meet substantial service requirements without a commercial lease and operator support, including a discussion of costs, capabilities, time frames and information on vendors of equipment and related services. 

Ken Schuetz, IT Director at the University of Colorado and Co-Chair of the NEBSA substantial service task force, will focus on an educator’s perspective on the substantial service options, sharing information about the University of Colorado’s consideration of these issues, planned educational deployments, and lessons learned so far.
